Lincolnís City Manager is responsible for carrying out the policies and programs of the City as directed by the City Council. All City services are under the direction of the City Manager. As the chief executive for the City organization, the City Manager must provide a balance between the desired level of municipal services and the available revenue to provide those services. The City Managerís office also administers the Cityís personnel functions, public information activities, oversees economic development activities and records management operations. The City Manager also serves as the Executive Director of the Redevelopment Agency and the Lincoln Public Financing Authority.
Jim Estep was named City Manager May 1, 2008. He has a bachelor's degree in horticulture and a master's degree in business administration from Cal Poly San Luis Obispo. Prior to coming to the City of Lincoln, Estep served as Interim City Manager of Elk Grove, CA. Prior to that, Estep served as Assistant City Manager for Folsom and San Ramon. Prior to that he served as the Public Services Director for the City of San Ramon.
