First Time Homebuyer Program Why rent when you can own? Need some help to buy your first home? First time homebuyers can now afford to purchase their first homes with a "silent" second mortgage. The City of Lincoln can provide funds for down payment assistance plus 3% simple interest, or upon sale of house, to eligible low-income families. Repayment is deferred for up to 30 years with no additional loan fees. To participate, you cannot have owned a home in the past three years. In addition, the household's total gross annual income cannot exceed HUD's income limits. For example, a household of four's gross annual income cannot exceed $52,300. The appraised value of the home cannot exceed $362,790 and, at the time of the sale, the home must meet minimum housing quality standards.
