The Planning Division is responsible for managing the orderly growth and development of the City of Lincoln. This involves administering and implementing the goals, objectives, and policies of the General Plan, the Zoning and Subdivision Ordinances, and the California Environmental Quality Act (CEQA).
The Planning Division reviews and processes all land use development applications to ensure that the best interests of the citizens of Lincoln are served. These land use entitlement applications include (among others) specific plans, tentative mapping, environmental documents, conditional use permits, design review, development agreements, and amendments to the General Plan, Zoning, or Subdivision Ordinances. Department staff participates in the planning and implementation of development projects by coordinating with the development community and general public. Planning staff also provides direct support services and attends all meetings of the Planning Commission. Staff provides indirect or direct support services on all planning, zoning, and development related matters to the City Council.
